This program was written by DavidA, who is actually working on a much more comprehensive program (that perhaps I'll be working on eventually, too!) called Bottler that you can find here.
At some point it was taken over by Xeger, who made the very impressive OC98 (OfferCheck 98). He discontinued support, so I asked to take it over, and I have made some modifications here and there.
I hope to keep it as cool and useful as it was when first written, so please use the forums to let your problems/suggestions be known.
OfferCheck is a simple, intuitive utility to manage a list of IRC bots and the packs they're offering.
